Reason I off-handedly say "inbetween" is because dolphins skin is actually fairly thick and a rigid structure, so it does not stretch or bend *very* well and this would not be very useful to extremely agile creature, akin to cat/dog, like Vaporeon. At the same time, frgo skin is a bit too fragile for the size and stature of Vaporeon, hence - in-between. A hybrid, a mix if you like.
One important note is that skin of semi-aquatic/amphibians is NOTHING alike scaly skin i.e. snake. Do not oil her, it will be very bad to the point of possible death. It is only moisturized with water and her own secretions
