135 base SpAtk fully invested is 405 at level 100.
But because it lowers its opponent's SpDef by 25%, that's the equivalent of a 33% increase of SpAtk.
So, functionally speaking, Chi-Yu might as well have a final SpAtk stat of 540. Although that would actually be 196 base SpAtk, but whatever.

Of course it's not exactly the same, especially when you bring doubles into the mix (beads of ruin affects your ally too, so your ally would also hit harder but be frailer), or account for the fact that the SpAtk can be dropped back down if you remove its ability.
But the point of saying that is to put into perspective how ridiculously hard Chi-Yu hits.

Palafin has a base 160 attack, a priority stab move and the ability to run any attack boosting item. It was basically uncounterable with its bulk up set.

They don't even need to lose an entire team. It's still really spammable at 150 or 200BP, and the Pokemon that has the move also gets good coverage to make up for the move's ineffectiveness against normal-types.

The only Lando sets that you might actually lose to are shit like double dance which gets wins precisely because it's an off-meta set, and you can very easily tell in team preview what it's likely to run anyways. If you genuinely get beat by fuckin defensive Lando either you're dogshit, your team is dogshit, or both. It's good because of its role compression, not because it's beating teams on its own.

It really isn't.
It's obviously not bad, but not insane either. Not impossible or even difficult to wall.
Look where Haxorus is now. It's not great despite its 147 attack stat.
Look where Kyurem-B, a box legendary with 170 base attack, was before it got access to DD and a remotely decent Ice STAB. It was good, but not overwhelming.

Powercreep is to the point where hardly anything has an impressive attacking stat without something boosting it.

BST alone isn't as important as distribution, but at some point the numbers get so big that there's no bad way to distribute them.
Megafug has the distribution of a slow frail mixed attacker, but its BST is so high that it's still fast and bulky. Even its weaker stats are still really good.

Yes, I already said you can lose to any Lando set if you are dogshit. Being ass is the only way you're losing to a defensive mon with no reliable recovery that has to choose between Lefties or Rocky Helmet, no access to status moves (as of now,) and that gets chipped down extremely easy because it's the go-to mon for middleground plays and pivots. You don't have to specifically have a Lando answer in the teambuilder like you would an actual "broken" mon because any half-decent team already naturally answers Landorus.

Hell, half the time mons are high usage because they ANSWER broken shit, not because they themselves are broken. Seismitoad had more usage than Dracovish back when Vish was used, and Toad was garbage.

Its sky high attack and intimidate allows it to freely utilize utility moves due to the passive threat of being chunked by 145 attack STAB EQ, it cripples physical attackers and can pivot out repeatedly with U turn fairly safely (again due to the passive threat of its EQ).

VGC did that because its format made scouting and interplayer collusion to figure out other teams too much of an issue. In a roughly unsolvable way.
Going open was the easiest way to fix that problem, even at significant cost.
Chaos is inherently good for competition. Its what makes games like poker so successful and enjoyable. Because it becomes a true game of skill over an exercise in calculation.

Perfectly accurate moves already exist in the game. As so 100% accuracy attacks in conditions where evasion isn't boosted.
Gambling on Stone Miss is something you have to agree to on your own. Don't blame the game for that.
Poker has deeper RNG than Pokemon by miles in the hands dealt and the Dealer's 3-5 cards being entirely up the chance. That compares to just chance of accuracy or chance of inflicting a stat reduction or status condition.

Cool, it's bulky and can force switches sometimes (on physical attackers,) which is why it's good and gets used a lot, but it is genuinely not oppressive towards any particular playstyle in any meaningful capacity, which is what really defines "broken." Shit like Home meta Clef or Isle of Armor Pex are broken defensive mons. Landorus is unable to sit on your team forever and wear it down, and it's not usually a wincon. Hell, it lost half its moveset in SV (did get Taunt though) so who's to even say how good it will be.

I do agree about chaotic metas.
Creative strats like Pachirisu in 2014 or Porygon in Gen 1 can't exist in a chaotic meta without expectations.
There needs to be powerful threats that you can realistically expect to encounter frequently (if not always) in order to justify counter-meta tactics.
Gen 7 OU was chaotic and decentralized, and that made it boring. Because you could never be sure or even really guess what your opponents would have, everyone used all the same mons that were good in general against everything.
