In this regard it's up there with Blade Runner, Akira and Fifth Element and way better than the modern Blade Runner. It should have won the academy award for best production design.
Story wise it's also the best modern film noir and unquestionably better than things like Brick or Sin City.
In fact the only thing that brings the film down is the Pokémon fandom and pre-existing stories and genuine strength of some of he animated Pokémon films.
I believe time will show it to be the sole catalyst of an era of cinema where decent adaptations of films based on video games are made.
