As for Volo, the thing is that he seemingly genuinely cares about his Pokemon but he's nuts and his Pokemon don't really notice or care. It was stated somewhere (can't remember for the life of me) that the reason Pokemon even work with "bad" people is because they also become "bad", like how a dog can be trained to attack intruders or happily greet visitors if the owner's intentions are good or bad. I think when it comes to "so evil even their Pokemon don't like them", that would be Ghetsis. His Hydreigon is infamous for having Frustration, which is a move that's stronger when the user is unfriendly. I think that heavily implies he isn't making friends with his Pokemon at all, but controlling and manipulating them with fear. One could argue that with a Pokemon as volatile as Hydreigon he might have to train it like that, but the decision feels more deliberate on the dev's part since I don't think any other NPC have Pokemon that use Frustration.
One has to wonder what N would think if he spoke to Ghetsis's Pokemon. Maybe he was never allowed to for the express purpose of making sure not to break the illusion that N can trust his father.
