it WAS going to be poison type, and its pokedex entries specify poison sweat, thats the problem here. Once they made dark type they needed some new dark types to show it off, so umbreon was chosen. Feels like the beta poison type umbreon is being memory holed.

Moonlight is a lot more attractive-looking now that every other recovery move has been nerfed to have 8 PP max.

Because Gamefreak is changing some moves to be signature moves of certain lines. Scald is now something only Volcanion learns, and Toxic is now mostly owned by Poison-types. Which is good, because regular poisoning was seen as a detriment before this because of how strong badly poisoning is.

If I remember right, it's because Toxic was some centuries-old secret ninja technique due to being something you got from Koga in Gen 1.
Given that ninjitsu often ends up as synonymous for magic in a lot of depictions, Toxic has the same justification of Substitute. Where did your pokemon get poison? Where did they get a doll to serve as a body double? Doesn't matter, it's ninja bullshit.

It kinda does. Koga states that Toxic is one of his family's ninja techniques, and Double Team is shadow clones, another ninja meme. Swift is just called Speed Star in Japanese so it isn't strictly a ninja reference but it does fit well enough anyway because of shuriken.

It can wish pass I guess. It's got a decent HP stat. It's not competing with Blissey anymore since it lost wish. It does have decent competition in Alomomola, Sylveon, Scream Tail, and Florges though, but access to Foul Play is nice
