First two gens only had abilities added to them later, and first 4 only got hidden abilities later. To use OP's example, having an ability added turned Azumarill from a forgettable pikaclone-but-way-worse into something with an actual niche.
For another, most people wouldn't have remembered Murkrow existed until it got Prankster hidden ability added.

"Carried by its ability" just means its ability is by far the best aspect of it and the only reason it gets used. There's plenty of mons that would still be good with different abilities. Azu isn't one of them.

Exactly. Plenty of pokemon have many good aspects about them (typing, ability, offensive coverage, utility movepool, speed, bulk, attack power, etc) Azumarill basically has a really good type and a really good ability and that’s it.

By the way, where did that "Azumarill is ridiculously strong, though it doesn't look like it" meme originate from?
It wasn't a part of this Pokemon's design and no Pokedex entries mention it. Why the fuck did they decide to give it such an ability (not to mention that it was its signature ability until Gen VI)?

It's still a bad example. Azumarill even with the ability alone would have been forgettable and not usable. It's the combination of good typing + huge movepool + great ability that makes it good.
