generation three and it's not even close
>wide variety of creature types (reptilian, avian, and amphibian) to choose from
>not a single line has a disappointing outcome or bad design; the closest you could say is that they have underwhelming mid-evos, but those are the stages you see the least out of them all so that's hardly a sticking point
>two have incredibly useful secondary types that are great helps throughout the game in different places (torchic rapes earlygame and steven alongside being one of hoenn's rare fire types, mudkip is great all-around even if it doesn't reach the same highs as torchic outside of maybe wattson), the third has a useful typing in general due to the region's abundance of water. makes you actually want to keep them throughout the playthrough
>all communicate their types and concepts clearly and effectively through color choice, species, and moveset
>all three have great mega evolutions that exaggerate their better parts and help equalize the playing field by giving sceptile a second typing
I may be biased since it's also my favorite trio, but I genuinely believe it is also the absolute best
gen 1 gets an honorary shoutout for being the introduction to the concept and easily the most iconic, but the fact that they're all some variant of reptile takes them down a notch in my book
