I know that Arceus is basically God, and Dialga and Palkia are also involved in creating the world. A few more legendaries are manmade, like Mewtwo and Genesect, and Deoxys is an alien. Are all of the other legendaries just random very strong animals that live in a region and got mythologized, like the legendary beasts?
