There's also an interview where they say that the generation 3 starters were based on exotic pets that kids would want to own and recognize, which was something they also said about the generation 1 starters. So there is sort of a theme running through of the starters always being some sort of cute or cool animal that a child would want to raise and then it turns into either a cool looking adult form. Somewhere around generation 6, they decided to start having a feminine looking one in the mix and also more heavily leaned into whatever theming they were trying to have. I think it was only generation 4 when the themes became evident, but both generation 4 and 5 the themes do feel a little less overpowering on the design

Basically the generation 9 starters all look like pets kids would want, and they do follow that personality scheme of cool, serious, funny. But then you also have the more recent trends of one being feminine (Meowscarada), all three having more humanoid features, all three having a secondary type trio, and all three sharing a theme revolving around "professions" or something like it. Before Gen 4, that last one wasn't really a thing and it even really wasn't in Generations 4 and 5 where it was more subtle or didn't completely control their design (Gen 4: mythology, Gen 5: empires). Meanwhile, Gens 6-9 had themes among the starter trios that completely controlled their designs and made them more humanoid and look like "jobmons" in the process (RPG classes, entertainers, "British" things, and performers again respectively)

Funny how the best set of starters (gen 1) wasn't like that and were simply all feral monsters
Pokémon have had way too over the top personalities in their designs for a while now.

No, because he said "For example", meaning that the three personalities for each gen are not going to be SERIOUS, FUNNY AND COOL necessarely.
Look at the Galar starters, from Gamefreak's own mouth in the GameInformer interview, they said the idea was "one for introverts, one for extroverts, one for balanced and normal people", a very different personality theme than the one described in the OP.

They specifically said Sobble is for introverts talking about how it grows up and gets less timid like a shy kid has to, but then they moved on from the subject, but I think you can presume Scorbunny is the extrovert one since it's entire shtick is being peppy and excitable.
