Name one good reason why the normal type still needs to exist, and why the game wouldn't be improved without it.

The game would be worse without a type immune to ghost. If you can make a compelling argument for another type to be immune to it, go ahead.

It's the Straight man of the types. By existing it makes the more fantastical types more fantastical. And on Top of that the more fantastical types make it more unique as well. Some people like the straightman more and enjoy the basics.

Normal types are fine.... but Normal types with a secondary typing are fucked.

Anyway, the real typev that doesn't need to exist is Rock. Rock and Ground should be consolidated into a single Earth type.

How would you buff normal? I would increase the BP of all normal moves by 15(besides extreme speed and rapid spin). It would make STAB normal moves much stronger and would encourage people to run more normal moves as coverage options.

the reason it existed in the past was ironically half for the less normal pokemon out there like clefairy, still is that way somewhat but not for any newer pokemon
just give it better movesets via tm like in gen 1

Normal is unironically one of the better types. Fairly consistent offensively, one weakness and one immunity makes it pretty good defensively. Has some solid moves.

being part-normal is the only thing that gave it a niche against Aegislash (who didn't typically have room for Sacred Sword) in VGC. It also gives it STAB Hyper Voice.

Normal should be a true neutral type, with no weakness or resistance. And there should never be Normal + others combination unless required per poke (Bibarel and Girafarig only)
