If Silvally had access to Close Combat, Flare Blitz, Dragon Dance, Leaf Blade, Earthquake, Drill Run, Nasty Plot, Fire Blast, Blizzard, Taunt, Yawn, Transform and Recover it would be a lot more powerful
Hell it doesn't even need all of that. Just give it Dragon dance, flare blitz and Close Combat or drill run/earthquake and Normal and Fairy type Silvally would be used by a lot of people who like DD sweepers
