>>52826865Because the only characters GF actually designed are the unique characters like Arven, Nemona, etc.
GF didn't design the NPCs, what they did was design all the different eyes, mouths, hair styles, etc.
When it comes to the NPC's and all the others, GF pulled a Bethesda and hit the random button of the in-engine character creator when putting them in.
It's why every body type has a similar male or female counterpart and that every item of clothing is unisex.
It's just like in Skyrim but replace "child, teen, adult, bodybuilder and fat" with "Altmer, Bosmer, Nord, Argonian, Khajiit"
