Poliwhirl is still a noticeable departure from Poliwag, much unlike Literally-Just-Pawmi-but-stood-up.

Poliwrath is admittedly kinda lame however. That's why the line got fixed in Johto.

Ehhh the Poliwag line is still stronger in concept, even if they look a bit too much alike. Poliwag is a polliwog, Poliwhirl is a stylised frog that keeps the stomach from the polliwog and Poliwrath turns into a fighter. I kinda like that they didn't go quadrupedal green frog with it. It's a lot more unique this way. The Pami-line is basically the same thing, with a little guy turning into a big guy and then that guy turning into a fighter. Sadly the design works a lot better with the real life metamorphoses of frogs

I only pop into to /vp/ once a month or so out of nostalgia more than anything else, and I remember about 5 - 8 years ago people where actually having discussions on whether or not pokemon design was on a downward spiral or not. Key words being actual discussions. Now all I see is meta-ironic le greentext posts. Is there anyone left who defends modern designs, or has the black pill set in?

Poliwrath is one of the few acceptable "just gets bigger" mons, because it's meant to be a joke.
You'd think of all the Pokemon to change significantly, the tadpole mon would be one of them, because tadpoles are known for their extreme metamorphosis.
The joke is that it has one of the most minor changes of any evolution. It's almost like a parody of "just gets bigger" mons. Like if Caterpie evolved into a bigger caterpillar.

I feel like they have plans to turn this dude into next pikachu. So they make the final evolution not much different to the middle stage. Sort of like how Goku go super Saiyan and his hair got spikier with different color.

Pawmi is my favorite Pokemon now. I think it's the best Pikachu clone as its line is not useless in-game unlike the other ones.
