Brock was a japanese stereotype about Koreans and the anime heads were afraid of the character being seen as racist only to discover that people liked brock.

It probably helped that most overseas audiences weren't aware of Japanese stereotypes of Koreans. Hell, there are still arguments among Western fans about what race Brock is "supposed" to be.
