It's frail, but there's enough Ghost/Steel/Fire/Grass moves running around where it can get chances to come in, and that's not even mentioning stuff like Shed Tail, U-turn, Volt, etc. You can try minimizing the chances it has to come in all you like, but that number is never going to be "0".
Using the Galar-Darm comparison again, that was frail as shit too and in theory didn't do well into hyper offensive teams, but it always found a way in, and once it did, it's back to "Pray that your designated switchin doesn't just get melted immediately" or "pray that you brought Spdef Roaring Moon because that's the one half decent check floating around"
You can also say "saccing is counterplay" all you want, but you can only sack so many times, especially since Chi Yu is likely not the only threat on the opponent's team, and even if you can force a sack war, because of how blisteringly strong Chi Yu is, you're taking a hard disadvantage in said sack war. I've played HO (and Sun even!) into Chi Yu teams with this very mentality and oftentimes the endgame would come down to "I hope I can take exactly 1 hit and revenge", Chi Yu speedties, or praying Dragonite didn't get flinched
