there's also the very crucial fact that the pokemon index numbers are all stored in such a way that there could only be at most 255 pokemon at most in the data, albeit with eggs taking up one of the slots. that gives you room for only a couple of more pokemon at most even if you don't account for the other data that every new pokemon is going to end up taking up.
"100 brand new pokemon" is a solid tagline that gives them a large enough pokedex without having to worry about giving up the extra cartridge space.
when you have a limited number of slots and a much higher number of pokemon, something simply has to be removed. that removal does not mean that the pokemon are inherently "not pokemon-ish enough for the series" it might be a case of some pokemon being predicted to be more marketable, or one pokemon being more liked by the dev team than the other.
