But all the things it does are easily counterable, so it doesn't warrant a ban.
Dracovish in early SS OU dominated the meta because you would click Fishious Rend and there is nothing the opponent could do about it. If you didn't have Toxapex, Dracovish was unstoppable. So everyone had to carry Toxapex (the only counterplay available) just to not get fucked by Dracovish. This is called centralizing and warrants a ban. With lando-T on the other hand, everything it can do can be stopped by something. The existence of lando-T does not force a team into carrying a specific check to stop its antics.
