He needs more strong physical moves with secondary effects. Wave Crash is stronger than a SF-boosted Liquidation so all he does have over Gyarados is more survivability and better ice/dark coverage options. Quaquaval is also stronger than him because Wave Crash, secondary stab and having a easier time boosting.

He's also been power crept like crazy. Not that he was dominant in earlier Gens, but 105 attack doesn't really cut it these days. He does have decent stats and a good ability and decent coverage, but I don't think his viability would change much if he was in SV. He's just been largely outclassed and Water types tend to have a ton of competition.

Also, Palafin is physically stronger, bulkier and faster than him with ironically much less drawbacks. The strongest water physical attacker is always a very competitive spot and Feraligatr struggles to be able to reach it due lack of support. Gyarados was worse than him in BDSP because he lost all tools he could abuse from the previous generations but this only shows how Feraligatr is still stuck in Gen 6 movepool wise.

It's not even about the attack stat, he's still strong enough to 2HKO every Pokémon that doesn't resist water like he did since he got Sheer Force. It's more because he's still a 78 speed sweeper single-type with no signature, no moves over 80 BP that are boosted by sheer force and doesn't get his priority move boosted by SF.
