>>52851720Really it's best to use those encounters sparingly, and they're probably better served in places like dungeons or very large routes where you expect the player to be spending a lot of time, making it more likely that they'll stumble upon it. Having a 1% encounter in a tiny patch of grass on a single early route is purely a test of patience.
One potential method to counterbalance it though is making it so any encounters that are deliberately rare early on have other methods of getting them easier later, when any impact of strength is more diminished. That keeps some of the reward of catching something early while making it more feasible to fill out the dex without having to track down a bunch of 1% encounters.
An easy example would be that while you can find Pikachu rarely in Viridian forest, and are likely to bump into at least one due to it being a sizable dungeon, they're much more abundant at the Power Plant. Pikachu isn't exactly a strong mon, but that sort of principal could easily apply.
