Nigga what? Ho-oh is no more important to the plot or region than Lugia is, which is "not at all".

The only connections is the supposed "Tower" legend, which is doubtful that it's true in the first place. Just an old story to try and explain things.

Ho-Oh does have more plot relevance, only because Morty’s town is built on the legend and there’s a big tower for it with shrine maidens. Lugia meanwhile is just chilling out in a cave somewhere.

Who resurrected the dead eeves? Who whipped up the storm that killed the 3 evolved eeves? They’re all connected. Literally the only interesting bit of lore in those damn games. You were all filtered hard by the legend, which is one of Pokemon's better, more subtle stories and bits of lore.

>Tin and Brass towers have the birds, Lugia on the Brass (symbolic of death) and Ho-oh on the Tin (symbolic of birth)
>One night for some reason a storm happens. This storm is heavily implied to have been caused by Lugia (see dex entries).
>Tin Tower burns down and three Pokemon perish. Ho-Oh brings them back, and they each carry an aspect of the tower's history (The lightning that struck the tower being Raikou, the fire that burned being Entei, and the rain that put it out being Suicune).
>Lugia realizes that its powers are too great and retreats to the bottom of the ocean. This is why Lugia is not a water type, it's not native to the sea. It's legend even morphs over time where it's seen as a monster that eats children in the whirl islands.
>Suicune, Entei, and Raikou end up fucking off too, likely because they're also powerful and seeing the undead reborn scares peasant people.
>Ho-Oh also fucks off, probably because "My work here is done" or something like that.
