The book doesnt theorize that they came from a different time period and all, it just remarks that theres weird pokemon in there.
The professor has absolutely no indication of requiring such a thing.
If the professor went down there expecting pokemon then there would be pokemon
To say the professor wasnt expecting pokemon and theorized they must be from a distant time and therefore needs to build a machine so she wished for a machine is just conjecture to try and make this asinine "theory" fit
