The real answer is they wouldn't work.
Adding skirts for all would mean boys can wear skirts which would anger a lot of people.
Adding skirts but gender locking it would then ruin the gender neutral vibe of the character maker. It'd only anger a handful of people but they are very loud and annoying so we can't upset them either.
Any form of gender specific clothing will never return to the player character, unless you play as a set one rather then a customizable one.
