The only people that seem to actually care about battling on any official level is in Paldea is Nemona and Geeta.
If the gym leaders cared about being gym leaders they would've like I said, pulled an Elesa and incorporated it into their other job.
Take Katy for example, if this was any other region here's how it would go.

Not right now, I need to sort these fossil displays out">, [I'll leave you to it...]>"You know what, if you can sort these displays out I'll battle you">fossil sorting minigame>"Hey you did it! Awesome. I'll meet you at the gym, don't keep me waiting too long I have a job I need to get back to.">go back to gym>"Thanks for helping out earlier">battle gym, win>runs off back to the museum and isn't seen in his gym for the rest of the gameNow don't get me wrong, it gives Brock A LOT more personality. But it has the downside of making him seem uncaring about his gym leader position.
It could all be by design btw, the in-game reason none of the leaders care being because of Geeta. Ever had a job where the boss is overmanaging everything?
It's a miserable for everyone involved. I mean what other region has "interview" on top of collecting 8 gym badges to qualify for battling the Pokémon league?
