What's actually interesting about him is that he himself doesn't believe he is "evil" and neither does his Pokemon. His main mon is Togepi which eventually becomes Togetic and finally Togekiss, rather than Cynthia's ace being Garchomp despite them sharing the same team almost. This shows that his goal isn't evil through his Pokemon liking him enough to evolve, it's only the method that is. I imagine that after losing to MC, he wanders the lands and tries to do good where he can out of a deep shame of betraying people who supported one side of him.
