It's clear that in gen 3, GF was thinking of abilities in a different way.
I think at the time, they were thinking of abilities as mainly a gimmick and not something that would define a mon. Which is why the abilities were so simple and there's a wide gap between how good they are.
I don't think they even put enough thought into the abilities to realize that shit like Intimidate and Swift Swim would be meta defining, while shit like Inner Focus and Water Veil are situational at best.
They've gotten a lot better since then, but now there's just a really obvious difference between old and new abilities.
