ravensclaws "intelligence" doesn't merely extend to being a book dork but more so to be at the top of a certain field which is why you'll see many artists there as well, its more of a discipline behind mastering something and unconventional thinking
I think the motivation is what separates a slytherin from a ravenclaw (as well as the subclinical sociopathy)
slytherins desire to become great for the sake of greatness
ravenclaws desire to become great for the sake of the thing they're becoming great at
but again hufflepuff is a solid choice for her as well since we know she follows a very strict training schedule and is all about that grind, and being a loyal friend is another big part of hufflepuffs culture
ironically worst girl penny would make a better gryffindor because bavery doesn't mean being unafraid, but really it means to do the things even though you're afraid of them because they have to be done, even if you know the consequences may be dire for you in the end
