It breaks immersion. The villains being retarded is one thing. But the character who's supposed to be an honor student making a goofy pose rather than actually taking her job seriously is something else entirely. Especially when back in emerald in the match call roxanne was talking about how much responsibility being a gym leader is.

Wattson is a jolly old man and Winona's design barely changes. Whoever designed Wallace's New design didn't know the difference between Flamboyant and Gay, And Steven simply had a hobby.
Also Flannery was popular well before ORASS was a thing.
