Two things, she uses her starter meaning that team you fight her with isn't her real starter. Second is levels are a thing, and most trainers were admitted quitters by the time of the 3rd or 4th gym. Just by having level 60 pokemon in the pokemon universe you're pretty much a champion and can't even be touched by the guy without his 5th badge besides maybe a cheeky quick attack or sucker punch.

It’s a reference to Yakuza Kiwami 1, there’s a mechanic there in which a rival stalks the protagonist and surprises him in multiple ways with impromptu battles. The reason is due to get an enjoyable fight out of the protagonist, whose physical power faded due to a 10-year long stay in prison.
