Zoroark isn't a failed shillmon, but rather a shillmon that they failed to shill properly. A true failed shillmon is a pokemon that TPCI and GF actually tried their hardest to properly shill and yet, is still hated by the pokemon fanbase and the general audience. Zoroark, despite Gamefreak's incompetence, is a pretty popular pokemon with a regional variant that's even more popular. It's popularity is not "Lucario" big, but it doesn't need to be so.

What were they thinking? They gave you a Riolu in DPPt. At least they learned and gave you a free Zorua in BW2
Also, but kinda unrelated, it missed out on being in Smash due to the poor timeframe. Smash was released in 2014, when gen 5 was already old news and Greninja was announced like 6 months after XY released. Apparently Sakurai had an early look at Greninja before XY launched, and Zorark ended up as a pokeball summon

This line had multiple in game events dedicated to it and had a movie basically dedicated to it
I think they were trying to make it something extra special by making it event exclusive somehow, so that having a Zoroark would be this sorta badge of honor. Also it'd be the only event exclusive Pokémon capable of actually being trained and evolving like a normal party member, which I think would've added to that, but it completely fell flat

Bipedal Pokemon can be cool as hell when done right, we got a bunch of them, but Incineroar is just too much imo, like the only time I ever see him is when it's the bara guys talking.

To be fair Snarl Zoroark was available as an event on launch, and people like me who didn’t get the games for a while managed to snag a Zorua from various trading forums.
I do agree with the sentiment though, there would be plenty of people who got the game late and thought the only way to get a zorua was an impossible GTS trade.

Zoro failed as a shillmon in the sense that TCPI wanted it to be Lucario 2 and it didn't stick, but as a normal Pokemon yeah it's like a B-lister now.

Actually, it's the opposite. They don't have to promote Incineroar because he already hit the big time. Think about it, he didn't need some new regional form or events pushing him every Gen like Charizard or Cinderace and even lost his signature Z-Move. And despite this, Roar's still a staple and living in people's heads even during his off-season.

i didn't mean that zoroak is unpopular, just that their plan to make it popular didn't go off quite as they wanted.

>give a pokemon a cool design with the intent of it being liked
