Why couldn't Gary become a Champion? Replace Lance with him and what changes?

Gary only works as a rival to hotheaded Ash. The dynamic doesn't work with modern Ash, which is probably a big part of why they never really tried pushing him as a rival after OS

Because Gary washed out of the Indigo League before Ash and then was defeated by Ash in the Silver League. So he retired.

Lance was there as the Johto rep, there was already a Kalos rep.
Gary would have been the Kanto rep and it would have been fine.
