Sceptile has the perfect physical movepool for coverage as a Dragon/Grass type. Yet GF made him a SP-atker mon, making his kit very limited to useless, when Sceptile has more physical moves then sp-atk moves. Add on a useless ability that isn't new and boom a terrible design mon.
Amp issue is more towards its stats because even if it got Draco, you would not run it over manectric if you needed a eletric type who has access to fire type moves like Overheat, the high speed stats to use volt switch and even Intimidate lowing enemies attack.
That is the clear difference between the 2 and X. Adding Draco meteor would not fix them. Amp/Sceptile needs a complete rework.
