Arceus needs to be at least +2 to kill a max HP AV Eel. Liquidation is doing nearly half to Arceus.

gotta be liquidation, because giga drain loses to CM.
doesn't matter too much in the end, because if arceus is indeed walled by levitating/air balloon electrics then it'll probably be running gravity to negate those since it doesn't need any other coverage.
and even AV eel dies to +1 ground type judgment.

How should this thing work? Not played PLA. Sounds like it switches your type to one that's supereffective against the target before Judgement hits, is that right?

Yes. Kinda like Protean but the plate will autochoose which type. If you have one weakness like electric type, it will stick to ground type. But if you are grass type, legend arceus will have 5 ways to fuck you up good.

it always looks for resists to the target's STAB, so it's never gonna choose ice type because ice doesn't resist grass.

When you use Judgement, it changes Arceus' type to be whatever is the most effective versus the target. Hidden Power worked the same way.
