Quaxly I found cute but could tell it's going to be the least popular one. I don't know, it just has the case of 'too much personality' compared to the other bird starters that while aren't completely devoid of personality, are more 'muted' and have more natural cute bird faces.

Quaxly was the starter that no one cared, people were fighting about Fuecoco and Sprigatito about the zodiac thing and the number of legs of its final evolution

Quaquaval fails at everything, kids don't think it's cool, husbandofags and fujofags don't care about it, and (some) waifufags are fake fans who choose a waifu when they don't have a better choice, and this time they had a better choice.

Everyone in this thread is wrong and retarded. Look at the other ones that the duck has to jockey with. It had absolutely no chance, even if we don't count evolutions it could never beat out liztard and weedcat's immediate popularity and overwhelming cuteness.

The duck is only not popular because of its evolution. If it actually evolved into a conquistador or pirate like everybody suspected, I think a lot of people would like it more. But it becoming a carnival dancer peacock thing is just weird. The other two starters at least have an evolution that everybody seems to like (the cat) or their base forms design is just that good that everybody loves it more than the final form (gator)

Good evolutions can boost the base stage popularity, but a lot of starters manage to be really popular in their base stage even if their evolutions are not popular. Piplup and Rowlet are much more popular than their evolutions.
Out of the bird starters, only Torchic popularity could be partially credited to its evolutions.
Quaxly had 9 months to gather popularity before its evolutions were known, its lack of popularity it's its own fault.

If you were to make me hazard a guess, I think it failed to be popular because it's facial features are unappealing. Torchic and Piplup are basically the same "cute chick in pokemon style" and Rowlet has that same oddball appeal stuff like Ditto and Quagsire has but with a birdly flavor.

Quaxly meanwhile looks like a Sonic character on a generic duck body and that's just lame.

Note: the popularity gap between piplup and empoleon is a bit more wide compared to rowlet and decidueye. decidueye seems to be a step away from rowlet honestly speaking. The hisuian form on the other hand is definitely behind both of them and I like it now.
