You are correct that Charizard and Greninja will never get regionals but it’s not because they’re popular (they are but that’s not the reason), it’s because they shillmons. It’s not about fans liking Charizard or even about any merit to Charizard design (quite frankly it’s by far the least original or the Kanto starter and while it is a solid desgn it’s overrated as fuck) it’s about Game Freak has having their heads so far up CHARIZARD’s ass that they propose consider the idea of a regional CHARIZARD is blasphemy.
But fine let’s say Typhlosion is a shit design and the only reason people like it is nostalgia for GSC/HGSS even though according to everyone those gams are the worst because johto small, and whitney doesn’t use a miltankerino. You are clinically insane if you think Raichu isn’t popular yet it got a regional. Meanwhile Pikachu didn’t because is THE Mascot, it can’t get a regional because that regional would be directly stepping into Pikachu’s turf.
TLDR: shillmons don’t get regionals, shillmons get broken special snowflake forms like megas and gigas.
