At best, PLA might have been trying to fit with the idea of pokemon still being mysterious, and thus stuff like breeding would be unknown, alongside having a simplified combat system.
But honestly I think it was a missed opportunity to lack held items. Adding them in would provide more things to find or potentially craft, which would help out the gameplay loop.

Pokemon Go is a dogshit mobage and shouldn't be included in conversations including console/handheld games
Legends Arceus would have been improved with items and abilities but they switched up the battle formula enough to where it doesn't feel like it's missing
Let's Go Pee has no fucking excuse and was pure fucking pandering to the dipshits who haven't played a Pokemon game in 15 years outside of PoGo. Fine I guess but the lack of them made a shallow game even shallower.
