When is Smogon going to abandon the mentality that OU is the "main" meta whilst UU, PU, Ubers or 1v1 or other metas are lesser?

Never. That's the whole point.
OU is the "stable" tier by design.
Uber is where all but the most absurdly broken shit goes, and the lower tiers can be radically changed by fluctuations in usage.
