It's literally designed to feel like gen 3 + just like how gen 2 was designed to feel like gen 1+, carrying over basically everything but also adding a bunch of extra features and such on top of it.
I don't see how this is a bad thing, and sinnoh very clearly still has a unique identity. The entire stretch from Jubilife to Eterna city might actually be my favorite chunk of any pokemon game too.
I feel like these days people hate on sinnoh because, along with gen 2, it's one of the few gens that isn't trying to be some reimagining of the games, it's trying to be a direct follow up to it's predecessors. If you ask me, Emerald, FrLg, Platinum, and HGSS my favorite games in the series for that reason, they cover all the japanese based games and are all collectively part of the same cohesive vision for the series.
