So does this mean that Mr. Fuji's Spirit House extends as far underground as the tower does into the sky? I think it would have been cool to explore a 'reverse' Pokemon Tower under Lavender.

I don't think they thought about it that much desu. They just really wanted Kanto to have its own radio tower and they thought replacing Pokemon Tower was reasonable

It probably could've just as easily been in Celadon but whatever

Given Goldenrod is pretty much meant to be the Celadon city and all it always annoyed me they did not just build a new radio tower in celadon I mean Lavender Town is pretty much just a small little village near the mountains it makes no sense why it got the only radio tower in the region
