Dragons type in Pokemon is lose enough of a concept to not only include reptiles and dinosaurs (Tyrantrum, Cyclizar), but even more departed ideas like slugs, trees, dogs, and sheered sheep, only needing a vague reason at best to qualify. If a tree with its genus having "draco" in its name can be a dragon, its completely understandable that an elephant with saurian/draconic features could be too. It's a completely reasonable mistake to make.
