Mall near me recently opened a broken English titled asian import store with a focus on anime/Sanrio shit. They have a pretty sizable Pokemon collection and buried amongst nothing but officially licensed plushes was this.

Wtf is it? Why does it have 4 arms? Why is it blue and white? Is this some kind of Mexican knockoff (not in Mexico but some of the stuff in the shop like phone cases have that Mexican knockoff feel to them)? Leaked promo for Legends Jirachi? Some kind of weird Pokemon center anniversary celebration or something?

I have found a couple middleman vendors online but they’re all just pretending it’s regular Jirachi, does anybody have any information on this thing?
