Why is BW2 so unfinished? Do you think they should have delayed the game and put it on the 3DS instead?

They aren't. I spent a considerable amount of time walking around figuring out how to reach those stairs but it's impossible.

There's also the matter of Hilbert/Hilda never showing up in the game. I thought they would show up in the climax or PWT since the game hints at them but they never show up. It just screams that the game is unfinished.

If it had new Pokemon like XY, more new areas like XY, trainer customization like XY, a less shitty bottom screen like XY, better graphics and animations like XY, actual berry farming like XY, and a better post-game battle facility like XY, then it would've been a better 3DS title than XY, yes.

This is an intention design feature to highlight the differences between versions. In black 2, one entrance is blocked off and inaccessible due to the formation of the cavern, while the other is your main entrance into the area. Vice Versa for the version of Reversal Mountain you're playing. These are meant to be mysterious questions you ponder with your friends playing the games until you compare and realize the areas are different in each title.
