Like all other gyms it's to illustrate that tera types don't need to match the actual typing, and having a completely different tera type is a legit strategy on certain pokemon.

Things went wrong. At least the anti-starter tech is interesting even it might not really get to use it since someone beat the game with just their starter would be able to just overpower it in one shot anyway.
