For example, in DP, Budew was the Oddish of Sinnoh, as Roselia’s special attack is too high for the fourth Route of the game. In B2W2, Azurill, Riolu, Elekid, and Magby are available before the second gym. In XY, Azurill and Riolu are available before the first gym, with Budew available before the second. In SM and USUM, Pichu, Happiny, Munchlax, Bonsly, and Mime Jr. are available on island one. In SWSH, baby Pokémon can be caught in 1-star raids in the Wild Area with Tyrogue and Budew available before the first gym and Toxel available before the second gym. In their debut Gen, Baby Pokémon are created to incentivize the breeding feature.
If anything we should get more baby Pokémon for older Pokémon. For example, a baby Illumise or Volbeat that evolves into one of either based on gender.
