That could be said about a lot of gen 3 Pokémon. Most of them were designed either in favor or purposefully against the idea of a physical/special split, and once that change occurred in gen 4, those designed with stats favoring their STABs were made mostly obsolete. Mightyena has little to no need for a special attacking stat now, but because Bite was a special move in gen 3 it got at least something so that its STAB moves weren’t completely unusable.

You faggots will never understand me. Mightyena has been my bromon ever since Pokemon Emerald. I have always trained it well, and I have solo'd gyms and EVEN elite fours with just him.

Mightyena's stats might not be good enough for competitive, but it's a perfectly fine mon to play with in normal gameplay, I always have one when I play through ruby/sapphire.

Is Moxie the best ability Mightyena has? is the only one that it can at least use since it learns sucker punch so speed bcomes a non-factor for most of the time

A true shitmon is one that doesn't hold up in its tier (like I think Nadragneel or whatever is outclassed by a different poison dragon). But if we're talking official Pokemon battles, then it probably has limited competitive use.
