Only a max of 15 Pokémon can spawn at any given time, and that includes packs. If you ram through the map you'll despawn >5 mons in an instant which could make a pack of a different mon appear.
If you're shiny hunting, just slowly move back and forth and make Pokémon disappear one by one. That prevents the game from spawning a pack which increases the chance of spawning the Pokémon you actually want. Specially useful in outbreaks as they never spawn in packs.
