The idea is that the Pokemon "naturally" fight by biting, scratching, etc. like normal animals, with maybe one or two tricks related to their Type. Trainers make them stronger with stuff like TMs and later Egg Moves. Still, Gen 3 strikes a way better balance, and memory limitations really fucked over RGB in this regard.
Although I do think people overstate how big a deal these move sets were. It's not like the player was swimming in Earthquake TMs. Resources were pretty limited, so chances are your moves weren't really *that* much better.
