This is indicated in how many Flying type moves are related to avian/winged creature-like qualities like Wing Attack, Peck, Roost and how many are related to wind-related things like Gust, Aeroblast or Tailwind. I think at the type's roots, it was pretty mainly "creatures with wings or birds".
It's possible that there WAS a Wind typing considered alongside Bird in Gen 1's development, but was probably thought to be redundant

An interesting thing about Tornadus (and I think the other Genies as well) is that it gets NONE of the avian/bird/winged-creature types of Flying type moves and only learns the "Wind" ones (he doesn't even learn Aerial Ace), even thought it was the only Pure-Flying type for the longest time. Its form change to its bird-form doesn't even change its moveset either. This is probably to reference its origins as a god of wind. So I guess you could consider them Wind types.
