Like, those four moves Arcanine has are all the things it can learn by leveling up, yeah, it doesn't learn flamethrower, only growlithe learns it at level 50, but the last time we see it in his team is at level 45, with Exeggutor is the same deal, those three moves are the only ones it learns by leveling up
But then Pidgeot and Blastoise do have moves that they can only learn by TMs, sky attack and blizzard respectively
