Is it correct to assume that Paldea have no native legendary Pokémon?

The bikes are just different forms of an already existing present ‘mon. The 4 treasures are from a China like region.

Most regions outside of Sinnoh don't really have that many. Kanto only had the birds and lore is ambiguous about them being unique (especially with Galarian counterparts). Alola only had the Tapus.
