I still believe that dragonite was a standalone pokemon that the programmers added to the drattini line to save memory.
He does not have the same colors or details. The wings don't even resemble the wings on the head of dragonair, he loses the pearls that store the power and loses the horn (getting antennae for some reason).
Even the excuse of drattini being based on imugi does not work because oriental dragons are serpentine and would look more like this image than anything else.

It doesn't really save memory, but there are stated examples of this like Blastoise so being two dragons who ended up as one family is plausible.

To be honest I always assumed that making dratini super rare and dragonite almost impossible to train in gen 1 (with few trainers using it), would save memory compared with programming spawn rates, trainers with it and so on.

Only if "related" pokemon get their own regional variants.

Dragon/Normal Dragonite without the wings that is more slender looking and has 2 antlers instead of antennae.

Dark/Dragon or Electric/Dragon Gyarados.

Poison/Dragon or Fairy/Dragon Milotic.

I think the problem is its stat distribution.
Anon is mad it's a shit on that plays up special defense instead of having better bulk or offense.
